Office of Emergency Management Mission Statement

The Office of Emergency Management (OEM) is responsible for coordinating Westchester’s response to requests for disaster assistance from municipalities throughout the county. This assistance can include:

  • On-scene support to local incident commanders during emergencies
  • Use of the county's EOC to manage assets and resources deployed in a large-scale disaster
  • Serves as a conduit for acquiring assistance and support at the state and federal levels

Additionally, OEM is responsible for Westchester County's preparedness activities. OEM works daily with local, state, federal, and private sector partners in emergency management to plan and prepare for large-scale, multi-jurisdictional responses to all-natural or man-made disasters.  OEM is located at the New York State Department of Transportation Hudson Valley Traffic Management Center (TMC), 200 Bradhurst Avenue, Hawthorne, New York. The Department of Emergency Services has four divisions:

  • Communication/60 Control
  • Office of Emergency Management
  • Fire Services
  • Emergency Medical Services

The Westchester Local Emergency Planning Committee (LEPC)

The Westchester Local Emergency Planning Committee (LEPC) was established pursuant to the requirements of the 1986 Federal Superfund Amendments and Reauthorization Act. The LEPC consists of representatives from government, industry, police, fire, emergency medical services, hospitals, the media, environmental and community groups and is responsible for facilitating hazardous materials planning and public awareness.

What does the LEPC do?

  • Works in partnership with government, industry, public health, first responder, and environmental professionals as well as community interest groups and the media to prepare a Comprehensive Emergency Response Plan (CERP) that focuses on fixed-site storage and transportation of HAZMAT.
  • Collects information from local facilities that use, store or manufacture chemicals.
  • Provides updated information to municipalities, fire and police departments so they may assess potential risks to the community from accidental releases.
  • Receives and processes requests from citizens about chemicals in the community.
